Abstract

El pueblo gitano es la mayor minoría étnica dentro de la UE, y a su vez la comunidad a la que se ha privado de manera más clara del acceso a sus derechos, siendo las mujeres las más desfavorecidas. Desde hace décadas, la UE está desplegando una serie de políticas e instrumentos orientados a intervenir en esta situación. Desde la investigación se han explorado ya estas iniciativas, pero los esfuerzos desarrollados para examinar cuál ha sido la contribución gitana para acabar con la discriminación y la desigualdad desde abajo, a nivel de base son aún escasos. En este marco, las mujeres gitanas se están movilizando, siendo una de los más importantes motores de transformación social desde dentro de la comunidad. La presente tesis doctoral examina formas de organización social de mujeres gitanas de base, y cómo éstas están contribuyendo al movimiento gitano en general, así como a configurar un feminismo más inclusivo. Con esto, el objetivo general de esta investigación es llevar a cabo un estudio sociológico de la movilización (en el sentido del organising) que fomenta y permite que las mujeres gitanas de base ejerzan y aumenten su agencia como una forma de avanzar en la erradicación de la discriminación y de participar de procesos de empoderamiento individual y colectivo. Para ello, he desarrollado un estudio de caso de la Asociación Gitana de Mujeres Drom Kotar Mestipen (Camino de Libertad, DKM). El proceso de análisis se ha enmarcado en la metodología comunicativa de investigación, reconocida por su contribución al impacto científico, político y social dado su carácter transformador y su potencial para promover al cambio social, especialmente con aquellas comunidades más vulnerables. Los métodos cualitativos se han utilizado como estrategia de recolección de datos: entrevistas, relatos comunicativos de vida cotidiana, observaciones comunicativas de los participantes y revisión de la información documental. El análisis desarrollado permite caracterizar esta asociación con lo que he definido como el enfoque orientado hacia la emancipación (‘emancipatory-oriented approach’). Incluyo dentro de este enfoque aquellas características que en lugar de ser únicas, son esenciales para entender porqué el caso estudiado ha adoptado un carácter transformador en términos de contribuir al empoderamiento personal y colectivo de la mujer gitana. Cinco características han sido identificadas: a) la manera cómo se construyen narrativas públicas entre las mujeres gitanas, en la que diversas mujeres gitanas se sienten identificadas en base a un interés común: los valores de la identidad cultural gitana y el feminismo gitano, lo cual motiva la movilización de otras mujeres; b) la idea de la inteligencia cultural dentro de sus estructuras de toma de decisiones, es decir, el conocimiento de que todo el mundo tiene algo que aportar, sin importar su posición social o nivel educativo; c) la diversidad de perfiles entre las participantes (socias), lo que supone una ventaja para la asociación en diversos sentidos; y, por último, d) el enfoque de trabajo basado en evidencias, centrado en identificar lo que funciona para asegurar el éxito. Se ha mostrado también de qué manera las mujeres gitanas de base, una vez que se involucran en las actividades de DKM están ampliando sus oportunidades educativas y laborales, así como de participación social. En la tesis demuestro cómo estas mujeres adquieren una capacidad de liderazgo activo y así lo ejercen: se transforman en referentes dentro de sus familias y también dentro de sus comunidades. Esta tesis arroja luz sobre cómo la movilización social de las mujeres gitanas está teniendo un impacto en sus vidas (nivel individual), en sus familias (nivel comunitario) y también en el fomento de un movimiento de mujeres gitanas de base (a nivel societal).


Roma is the largest ethnic minority living in the EU territory, and it is considered to be the most disenfranchised group, and within it Roma women stood up as being even more discriminated. Since decades, the EU has deployed a series of political developments to address this situation. Research has already explored them, but scarce scientific efforts have been dedicated to examine which has been the Roma contribution to address discrimination and inequality from below, that is from the grassroots. Amidst this context, Romani women have started to mobilize, raising as one of the leading forces of social transformation from within. The present doctoral dissertation examines grassroots’ Romani women social organisation, how they are contributing to the larger movement, and also to shape a more inclusive feminism. In doing so, the present investigation general objective is to conduct a sociological study of the organising that foster and enable the grassroots Romani women to exercise and enhance their human agency as a way of both eradicating discrimination and engaging in a process of individual and collective empowerment. I conducted a case study of the Roma Association of Women Drom Kotar Mestipen (Road for Freedom, DKM). The research process has been framed under the communicative methodology of research, recognized for contributing to the scientific, political and social impact due to its transformative character and its potential to foster social change, especially with underserved and marginalized communities. Qualitative methods have been used: interviews, communicative daily life stories, participant communicative observations and document analysis of secondary sources and grey literature. The analysis carried out enables to characterise this association with what I will call an emancipatory-oriented approach. I include those features that rather unique, are the ones essential in order to understand why the case studied has coined a transformative character in terms of contributing to the self and collective empowerment of Romani women. Five features have been identified: the way how it constructs public narratives among Romani women, in which diverse Romani women feel identified on a common ground, the values of the Roma cultural identity and the Romani feminism, is of deep strength of motivation and force to mobilise other Romani women to join the association and the movement; solidarity networks guiding women’s relationships and within the association; the idea of cultural intelligence within its decision-making structures, that is, that everyone has a say, no matter their social position or educational level; the diversity of backgrounds among its membership composition, what involves an asset for the association; and finally, the working approach in its activities based on an evidence that of looking on what works to ensuring success. It is also showed in which ways grassroots Romani women once they get involved in the activities of DKM are broadening their educational and employment opportunities, as well as their social participation. I demonstrate how these women gain a capacity of active leadership: they emerged as role models within their families and also within their communities. The stories gathered show how these women’s involvement enhance their human agency, finding in each of the spaces created by the association sites how their lifeworlds are reinforced and charged of collective meaning-creation. It is showed in which ways Romani women engaged are leaning towards decolonising their lifeworlds and facing discrimination, thus imagining themselves as university students, professionals, mothers and grandmothers and much more. The dissertation sheds light to how these women’s social mobilisation is having an impact in their lives (individual), in their families (community) and also in fostering a Romani women’s movement from a grassroots level (societal).
