Abstract

El Partit Socialista d’Alliberament Nacional dels Països Catalans (PSAN) va ser un partit independentista que defensà la creació de l’Estat Socialista del Països Catalans. Tot i tenir una presència relativament important a Catalunya i al País Valencià durant els darrers anys del franquisme i als inicis de la transició democràtica, no va aconseguir cap dels objectius estratègics que s’havia proposat ni tampoc presència en el sistema de partits del nou sistema democràtic. L’objectiu principal d’aquesta tesi és conèixer com va ser el partit, per poder saber perquè no va aconseguir cap dels seus objectius explícits (independència, socialisme, Països Catalans) ni consolidar-se en el sistema de partits català. Per a respondre a aquest objectiu s’ha plantejat una doble estratègia investigadora. Per una banda una anàlisi longitudinal del partit durant els seus primers onze anys (1969-1980) i, per l’altra, una anàlisi seccional del seus aspectes més rellevants. La tesi s’estructura en quatre parts: El marc teòric d’anàlisi dels partits revolucionaris, l’evolució del PSAN i del seu sector polític, l’anàlisi del partit i, finalment, les conclusions. Com a marc de referència teòric, es repassen els models i categories que s’han fet servir des de la ciència política per analitzar partits que, com el PSAN, en el marc de democràcies liberals aposten per un model de partit revolucionari. S’utilitzen eines, conceptes i models d’autors com Duverger, Mair i Panebianco que ens són útils per aplicar-los a aquest objecte d’estudi. Per acotar més el marc d’anàlisi, es sintetitza el marc teòric amb el qual diversos autors han estudiat els partits d’esquerra radical durant la transició democràtica a l’Estat Espanyol. En la segona part de la tesi s’estudia l’evolució del PSAN i del conjunt de l’Esquerra d’Alliberament Nacional entre 1969 i 1980. S’hi fa una descripció del partit i del conjunt del moviment independentista que hi ha al seu voltant. Es posa especial èmfasi en situar-lo en relació a les altres forces polítiques, inicialment també clandestines, per tal de poder avaluar correctament la seva incidència en la societat catalana. En la tercera part es fa una anàlisi seccional del partit segons els àmbits d’estudi habituals de la ciència política. La selecció d’aquesta àmbits s’ha adaptat a un partit de les característiques del PSAN, de mida petita-mitjana i que durant un temps és clandestí i, posteriorment, extraparlamentari. En l’apartat de les conclusions en primer lloc es repassen les principals aportacions del PSAN a la societat catalana: la creació d’un espai polític singular i durador (l’Esquerra d’Alliberament Nacional); l’aportació ideològica asimètrica (independència, socialisme, Països Catalans); l’aportació qualitativa en la lluita antifranquista fent de pont entre les reivindicacions socials i nacionals i, finalment, l’aportació en capital humà nodrint de dirigents als partits parlamentaris catalans, fent de “partit escola”. En segon lloc s’explica que el no reeiximent del partit es deu la seva institucionalització dèbil, deguda a un conjunt de causes internes i externes. Les causes internes són les opcions que pren el partit: l’opció per un partit revolucionari amb una organització determinada (centralisme democràtic) no apta per a les democràcies occidentals, una aposta feble per la participació electoral i també per l’aposta ideològica per un esquerranisme excessivament radical. Les causes externes són degudes a l’entorn històric i territorial en el que es mou. Aquestes són l’entorn de la transició democràtica que premia el gradualisme i la moderació per sobre el maximalisme, l’hostilitat ambiental per part de l’Estat i també la presencia de nombrosos partits competidors en l’àmbit del catalanisme d’esquerres.


The Socialist Party for the National Liberation of the Catalan Countries (PSAN) was a separatist political party that defended the creation of a Catalan Socialist State. Despite the fact that it had a relatively large presence in Catalonia and València during the last years of the Franco regime and the beginning of the democratic transition, it did not manage neither to accomplish any of its strategic goals nor to become a significant player in the new political system. The main objective of this thesis is to find why the PSAN could not achieve any of its explicit goals (Catalan independence, Socialism and the political union of the different Catalan Countries) and why it could not consolidate its presence in the Catalan party system. In order to answer these questions this research has followed two strategies. On one hand, a longitudinal analysis of PSAN's strategy during its first eleven years of existence (1969-1980); and on the other, an analysis section by section. This thesis is divided into four parts: - A theoretical analysis of revolutionary parties in general - An analysis of the specific evolution of PSAN and of its followers - An organizational analysis of the party - Final conclusions. In the first part, we review the theoretical models that have been used in Political Science to analyze revolutionary parties similar to PSAN, in a similar context of liberal democracies. Different tools have been used in order to do so, as well as concepts and models of authors such as Duverger, Mair and Panebianco, that are also applicable to this study. For a more specific analysis, a synthesis has been made of the theoretical framework in which several authors have studied radical left-wing parties that existed in Spain during the political transition to democracy. The second part of the thesis is devoted to examine the evolution of PSAN and of the whole Catalan National Liberation Left movement between 1969 and 1980. It provides a description of the party and also one of the whole pro-independence movement that supported the PSAN. An special emphasis has been made to compare it with other political forces that initially were also not-legal, in order to analyze the real influence and impact that PSAN had on the Catalan society. In the third part there is an analysis section by section of the party, following the usual researching standards used in Political Science studies. The selection of these areas has been made taking into account the specific characteristics of PSAN: a small-medium party which initially was not legal and that once legalized did not manage to get any significant representation in the democratic institutions. In the conclusions we first take a look at the main contributions that PSAN made to Catalan society: the creation of an specific and long lasting political 'space' (the Catalan National Liberation Left movement), its ideological contributions to the political system (in areas such as Catalan Independence, Socialism and the union of the Catalan Countries), its qualitative contribution in the fight against the Franco regime, acting as a “bridge” that united social and national demands, and finally, acting as a school of new political leaders, some of which became later important leaders in other political organisations Secondly, this thesis explains some possible reasons why PSAN did not reach its goals: a very weak presence in the institutions due to internal and external causes. There are various different internal reasons to explain it: - Its choice of a revolutionary party model, with a very particular and centralized organizational system, not adapted at all to the standard way in which political parties usually work in western democracies - Not really placing its focus in voters and elections; - And its ideological bet to keep loyalty to radical left ideologies. The external causes were due to the very specific historical and social moment: during the Spanish democratic transition voters valued moderation and pragmatism more that maximalistic ideologies and parties. Furthermore, the Spanish State was quite hostile towards the ideology of PSAN. Last but not least, there were also some other Catalan leftist parties that attracted voters and that became strong PSAN competitors.
