El principal objetivo de este trabajo de tesis ha sido determinar el papel de la autonomía financiera de las Comunidades Autónomas como instrumento adecuado de prevención de riesgos, especialmente, aquellos que se refieren a la exclusión social. También se ha pretendido posicionar a la autonomía financiera como un instrumento efectivo para garantizar la seguridad humana en el sentido que la comprenden las Naciones Unidas y en el que se incluye el concepto de seguridad económica de la persona. El foco de este análisis se puso en la ligazón entre autonomía financiera y Sistema de Financiación Autonómico, por entenderse que éste representa la materialización de aquélla. A los efectos de determinar el grado de utilidad del actual Sistema de Financiación Autonómico (SFA) como instrumento efectivo de prevención de riesgos, se ha realizado un exhaustivo análisis del Sistema aprobado en el año 2009, al ser vigente en el momento de realización de la tesis. Fruto del anterior análisis, se han detectado fortalezas y debilidades en el Sistema actual, así como una ausencia total de la perspectiva humanocéntrica. Estos hechos obligan a presentar una propuesta de trabajo solvente que solucione los desequilibrios de reparto heredados del diseño de los sistemas anteriores e incluya, por fin, una perspectiva humanocéntrica.

dc.description.abstract
The main objective of this paper is to determine the role of the financing autonomy of the Spanish Autonomous Communities as an appropriate way to prevent risks, especially those related to social marginalization. Moreover, this paper intends to place the financing autonomy as an effective instrument to ensure the right to security of person as interpreted by the United Nations (declaration of human rights), which encompasses the economic side of that right. This analysis is focused on the connection between financing autonomy and territorial financing system, understanding that the former represents the implementation of the latter. To determine the level of success of the current territorial financing system as an efficient instrument of risk prevention, a comprehensive analysis of the system passed in 2009 has been performed, as this was the existing system when this paper was written. As a result, weaknesses and strengths have been found in the current system, as well as a total absence of person centered perspective. These facts make necessary to present a reliable work proposal that may solve the distribution imbalance inherited from the previous systems and that includes, at last, a person-centered perspective.
