Abstract

This research deals with rural land treatment in the urban planning of three metropolitan regions of southern Europe from the beginning of the twentieth century to the present day, focusing on how it has contributed to build a positive notion of it. We follow a three parts structure, combining three complementary approaches. The first one handles representations of the rural in different studies developed between 1870 and 1960 in France, Italy and Catalonia, observing how they have contributed to create a certain territorial culture. In France, we highlight conceptual contributions of the School of Geography, methodologies of rural historiography, and efforts to recognize the diversity, distribution, and extension of rural structures. In Italy, Geographical societies and Tourism and Sports associations have created territorial iconography, contributing decisively to produce rural representations. Likewise, a particular dynamic conception of rural territories shows its economic, social, and political relevance in successive phases of the history of Italy. In Catalonia, succeeding ideological currents, from Renaixença to Noucentisme, sought to determine cultural characteristics in the territory. Moreover, important contributions were made during the second Republic to the urban and territorial culture. The second part addresses the content of a series of metropolitan plans developed in Lyon, Bologna and Barcelona, between 1953 and 2014, taking into account ruptures and innovations in the representation and treatment of rural metropolitan land. The analysis is structured in four periods. Between 1950 and 1960, the rural exodus and the urban explosion marked an antagonism between urban and rural land treatment. The 1970s represent a breakdown introducing an environmental dimension in rural representation. In the 1990s, the incidence and changes of the European guidelines increasingly linked environmental and agricultural policies. Those emphasized assessing territorial diversity to adapt rural development strategies according to local specificities and, nevertheless, diversify activities. The last stage included the progressive claim of values and functions of the metropolitan rural land. Three ideas dominated planning considerations in rural territory: connection, coherence, and multifunctionality. The third part examines recent projects in the Beaujolais, the periurban plain of Bologna, and the Penedès, which integrate objectives of territorial recomposition, restoration, and environmental balance and rural multifunctionality at different scales. What interests us is to see how they tackle the challenge of flexible dynamic management towards the diversity of cases and of restriction against tensions and threats of accelerated transformation due to their metropolitan location. Thus, we distinguish four complementary approaches of dealing with metropolitan rural land treatment: identification of systemic sets, application of network logic, sectorization, and identification of topological relationships.


Esta investigación se ocupa del tratamiento del suelo rural en el planeamiento urbanístico de tres regiones metropolitanas de Europa meridional desde el arranque del siglo XX hasta nuestros días y de cómo éste ha contribuido a construir una noción positiva del mismo. Se estructura en tres partes y combina tres enfoques complementarios. La primera trata de las representaciones de lo rural en diferentes estudios desarrollados entre 1870 y 1960 en Francia, Italia y Cataluña, observando cómo han contribuido a construir una determinada cultura territorial. En Francia destacan las aportaciones conceptuales de la escuela geográfica, las metodológicas de la historiografía rural y el esfuerzo por reconocer la diversidad, distribución y extensión de las estructuras rurales. En Italia, la iconografía territorial creada por sociedades geográficas, asociaciones turístico-deportivas y la protección o transformación del patrimonio natural contribuyen de manera decisiva a producir representaciones del territorio rural. Asimismo, la concepción dinámica del territorio rural pone de manifiesto su relevancia económica, social y política en las fases sucesivas de la historia de Italia. En Cataluña se suceden corrientes ideológicas, desde la Renaixença al Noucentisme que buscan determinar características culturales en el territorio y se realizan importantes aportaciones a la cultura urbanística durante la Segunda República. En la segunda parte se aborda la sucesión de planes urbanísticos de Lyon, Bolonia y Barcelona, entre 1953 y 2014, desde la detección de rupturas e innovaciones en la representación y tratamiento que recibe el suelo rural metropolitano. El análisis se articula en cuatro periodos: entre 1950 y 1960, el éxodo rural y la explosión urbana marcan una mirada y tratamiento antagónico del suelo rural y urbano; la década de los 1970 supone una ruptura que introduce la dimensión ambiental en la representación rural. En los años 90 la incidencia y el cambio de rumbo de las directrices europeas vinculan políticas ambientales y agrícolas. Se incide en valorar la diversidad territorial para adaptar las estrategias de desarrollo rural en función de las especificidades locales y, a la vez, diversificar las actividades. La última etapa recoge la progresiva reivindicación de valores y funciones del suelo rural metropolitano. Tres ideas dominan la reflexión urbanística en territorio rural: la conexión, la coherencia y la multifuncionalidad. En la tercera parte se examinan proyectos recientes en el Beaujolais, la llanura periurbana de Bolonia y el Penedès, que integran objetivos de recomposición territorial, restauración y equilibrio ambiental y multifuncionalidad rural a distintas escalas. Nos interesa ver cómo afrontan el desafío de gestión dinámica flexible ante la diversidad de casos y de restricción frente a tensiones y amenazas de transformación acelerada por su localización metropolitana. Distinguimos así cuatro enfoques complementarios a la hora de afrontar el tratamiento del suelo rural metropolitano: identificación de conjuntos sistémicos, aplicación de lógica de redes, sectorización e identificación de relaciones topológicas.
