Abstract

Dans le contexte général de crise du politique qui questionne les notions de citoyenneté et de représentation, les processus de production de la ville, qui visent in fine les individus qui les habitent, présentent des développements intéressants. D’un côté, l’urbanisme innove par le biais d’initiatives citoyennes qui s’approprient l’espace public. De l’autre, même de manière disparate, la participation est intégrée dans les projets urbains. Cette thèse vise deux objectifs principaux. Le premier est de décrire les rôles de l’habitant dans la production de la ville, et d’observer de quelles manières ils sont pris en compte dans les processus participatifs. Le deuxième est de comprendre comment ces différents rôles impliquent une forme renouvelée de l’action politique qui définirait la production de la ville comme un espace de fabrication de la citoyenneté. A cet égard, Madrid et Genève, par leur histoire des luttes urbaines et leur dynamisme sur l’espace public, sont deux contextes pertinents pour illustrer les tendances rappelées plus haut. Par le biais d’une triangulation de techniques qualitatives, on a ainsi pu appréhender les différents rôles de l’habitant en lien avec la production de la ville en déterminant des situations citoyennes. Ces premiers résultats ont ensuite été utilisés pour mettre en place une démarche expérimentale. On a donc mis en place un projet d’urbanisme participatif qui a sollicité les différentes capacités de production des habitants. Méthodologiquement, les outils ethnographiques ont particulièrement été utilisés afin de pouvoir observer les effets de ce traitement. En se basant sur l’idéal du projet politique de la polis défendu par Arendt, on observe que l’activité productrice de ville de l’habitant est un acte politique fondateur d’une communauté. Cette activité s’exerce autour de trois principaux rôles que l’on a décrits comme des pratiques spatiales, des actes de détournement et la participation organisée. Une participation dans les projets urbains qui évolue, sous la pression de facilitateurs qui s’insèrent dans une tradition d’empowerment ou d’adovacy, et qui recentre l’action de l’habitant sur l’espace public. De cette manière, la citoyenneté se performe, devient actionnelle, et révèle les différentes spatialités de l’espace public en tant que support au développement d’une citoyenneté urbaine qui reconnait l‘action, l’intérêt général et l’égalité comme principes fondamentaux. Même s’il faut être vigilant quant à la considération de l’habitant comme agent producteur (notamment vis-à-vis de la problématique de la responsabilisation individuelle), ces résultats démontrent la possibilité d’ouverture du projet urbain vers des dynamiques politiques qui peuvent se positionner en résistance au fonctionnalisme et au néo-libéralisme urbain.


In the general context of the crisis of politics which questions the notions of citizenship and representation, the city's production processes, which ultimately target the individuals who inhabit them, present interesting developments. On the one hand, urbanism innovates through citizen initiatives that appropriate the public space. On the other hand, even in disparate ways, participation is integrated into urban projects. This thesis has two main objectives. The first is to describe the roles of the inhabitant in the production of the city, and to observe in what ways they are taken into account in participatory processes. The second is to understand how these different roles imply a renewed form of political action that would define the production of the city as a space for the manufacture of citizenship. In this respect, Madrid and Geneva, by their history of urban struggles and their dynamism in the public space, are two relevant contexts to illustrate the trends mentioned above. Through a triangulation of qualitative techniques, we have been able to understand the different roles of the inhabitant in relation to the production of the city by determining citizen situations. These initial results were then used to set up an experimental approach. A participatory urbanization project was therefore put in place, which requested the different production capacities of the inhabitants. Methodologically, ethnographic tools were particularly used to observe the effects of this treatment. On the basis of the ideal of the Polish political project defended by Arendt, it is observed that the activity producing the city of the inhabitant is a political act founding a community. This activity is centered around three main roles that have been described as spatial practices, diversion and organized participation. Participation in urban projects that evolve, under the pressure of facilitators who are part of a tradition of empowerment or adovacy, and which refocus the action of the inhabitant on the public space. In this way, citizenship is perfected, becomes actional, and reveals the different spatialities of the public space as a support for the development of an urban citizenship that recognizes action, the general interest and equality as fundamental principles . Even if we must be vigilant about the consideration of the inhabitant as a producer agent (especially with regard to the issue of individual accountability), these results demonstrate the possibility of opening the urban project to political dynamics that Can be positioned as resistance to functionalism and urban neo-liberalism.
