Trabajo comunitario en contextos urbanos: la intervención comunitaria en la ciudad de Palma

[spa] La presente tesis se centra en el trabajo comunitario realizado en Palma, Illes Balears (España), desde mediados de los años 80 hasta 2022, centrándose en la participación de los servicios sociales y profesionales del ámbito socioeducativo. El estudio tiene como objetivo principal identificar y describir la evolución del trabajo comunitario en la ciudad, los actores involucrados, el tipo de problemáticas sobre las que se interviene, las estrategias implementadas y los logros y desafíos enfrentados a lo largo del tiempo. Metodológicamente, se ha adoptado un enfoque cualitativo, con la utilización del método de estudio de caso como estrategia de investigación, utilizando técnicas como entrevistas semiestructuradas y análisis de documentos. Los hallazgos principales revelan tres etapas distintas en la evolución del trabajo comunitario en Palma: la primera etapa, desde los años 80 hasta finales de los 90, coincidiendo con el desarrollo de los servicios sociales en la Comunitat Autònoma de les Illes Balears (CAIB), caracterizada por la influencia del movimiento vecinal y la falta de un mandato institucional claro; la segunda etapa, de 2000 a 2013, marcada por la consolidación del enfoque individual en los servicios sociales en un contexto social marcado por el fenómeno migratorio; y la tercera etapa, desde 2014 hasta 2022, donde se observa un intento de revitalizar el trabajo comunitario por parte de la administración pública, aunque con dificultades y resistencias internas, la incidencia de entidades privadas mercantiles, y la delegación de buena parte del trabajo comunitario a las entidades del Tercer Sector de Acción Social (TSAS). La discusión de los resultados destaca la importancia de la participación ciudadana y la colaboración entre profesionales y la comunidad. Se comparan las prácticas observadas con los modelos teóricos existentes, evaluando su pertinencia y aplicación en el contexto específico de Palma. En conclusión, la tesis subraya la complejidad de las problemáticas presentes en los territorios, la necesidad de un enfoque más coordinado y sostenible en el trabajo comunitario y la importancia de la evaluación continua de las políticas públicas para mejorar la eficacia de las intervenciones. Se identifican también nuevas preguntas de investigación y áreas de estudio, especialmente en relación con la especialización de los profesionales y el impacto de las intervenciones que se llevan a cabo.

[eng] The thesis presented analyzes the community work that, with the participation of social and professional services in the socio-educational field, has been carried out in the city of Palma (Balearic Islands - Spain). The time frame of the study extends from 1985, coinciding with the beginning of the regulatory development of Social Services in the Autonomous Community of the Balearic Islands and the organization of Social Services in the city, until 2022. The choice of Palma as a study case aims to contribute to greater knowledge about community intervention in the urban context, and is justified, among other issues, by the absence of research that, in a global manner, analyzes the community work that has been carried out in the city. In the almost four decades covered by this research, diverse experiences of community intervention have been taking place in Palma, which the thesis seeks to analyze considering the diversity of factors present. The goal of the thesis is to know the characteristics of community work and determine the main changes that have been taking place in the indicated period, identifying: the main problems on which interventions are carried out, the territories where the interventions are developed, the agents who have been participating, as well as the difficulties, limits and possibilities of community intervention. In relation to the stated objectives, the use of a qualitative methodological approach has been chosen, with the use of the case study method as a research strategy. In addition to the interview as the main technique for collecting information, bibliographic and documentary search and analysis of statistical sources have been used. Considering the broad period covered, the story of the different actors has been interesting, especially the professional agents who at different times have participated in community work. With the analysis of the practice, its discussion with the literature and the reflections raised in this thesis, we seek to contribute to the current debates on "the community", its importance in the framework of social services and in relation with the Social Works, as well as, offering professionals related to community intervention material that is useful to rethink professional practice.
